Upper Moreland School District Collective Bargaining Agreement

Another problem that could reduce government funding is the extension of its Investment Credit Program (EITC) to improve education. The EITC PA program provides tax credits in exchange for contributions from eligible companies to a scholarship organization, an educational institution improvement organization and/or a pre-kindergarten scholarship organization. While this seems like a good way for businesses to help by contributing directly to these programs, it actually reduces revenues at the state level, which are acceptable to all school districts, by making them directly available for the organization of the donor`s choice. Both the school board and the 240-member Upper Moreland Education Association recently approved the adoption of Arbitrator Timothy Brown`s report as the basis for his new agreement, which will be retroactive to July 1 and run until June 30, 2021. While she admitted that the “end result is good news,” holly Rooney, a school district parent, said the school board had not done enough during the negotiation process “to ensure that its policies and plans are implemented by recruiting a team of highly effective educators, administrators and support staff… School boards are most effective when they focus their time and energy on using this authority to govern at the strategic level, determine what schools in the community should accomplish, take steps to achieve these goals, recruit professional staff to achieve them, and provide the resources to achieve all of this. We look at the surrounding neighbourhoods and try to maintain a competitive pay plan to ensure that we have the best teachers for the students in our neighbourhood.

This does not mean that the district cannot receive additional commonwealth revenue. Pennsylvania uses a formula recommended by the Basic Education Funding Commission (BEFC) created in 2014. The formula determines each district`s share of the funds available by the Commonwealth. It is a three-step process that takes into account things like the poverty line, the average household income, the number of Anglophones or whether or not the district is located in a rural area. According to data from the House Appropriations Committee Primer of 10 January 2018, “in 2015/16, only 36.8% of total education funding came from the state, while 57.2% came from local sources.” The primer also found that the United States
