Another problem that could reduce government funding is the extension of its Investment Credit Program (EITC) to improve education. The EITC PA program provides tax credits in exchange for contributions from eligible companies to a scholarship organization, an educational institution improvement organization and/or a pre-kindergarten scholarship organization. While this seems like a good way for businesses to help by contributing directly to these programs, it actually reduces revenues at the state level, which are acceptable to all school districts, by making them directly available for the organization of the donor`s choice.
